Since the spring of 2022, the U.S. government, through the US Agency for International Development (USAID), has supported the Ukrainian government’s ability to finance critical social expenditures in the face of Russia’s full-scale military aggression. To date, the United States has become Ukraine’s largest individual donor of economic assistance, having already provided $26.8 billion in direct budget support.

Disbursed through the World Bank’s mechanisms, American funds are directed into the Ukrainian state budget, reimbursing the government’s most critical non-military expenditures. Thanks to this, Ukraine continued paying salaries to approximately 1.4 million workers who provide essential public services for Ukrainians — first responders, healthcare workers, educators, and civil servants.

Ensuring transparency and accountability over the use of direct budget support funds is a priority for USAID and Ukraine’s government. At the heart of these transparency efforts is the “reports first, money after” approach, according to which Ukraine receives budgetary support for reimbursement of already incurred expenses based on appropriate reports. Each report is verified first by the Ministry of Finance and then by the World Bank. Therefore, the initial control measures are carried out even before the funds from the U.S. reach Ukraine.

After the funds are distributed according to the intended purpose, the next level of control is activated — a multi-level system of monitoring and auditing the use of funds implemented by Ukraine’s government, USAID, and the World Bank. This phase includes financial controls by the World Bank, oversight by the USAID Office of the Inspector General (USAID OIG), and expert monitoring by a third party engaged by USAID. They are supplemented by surveys in the Diia app regarding the completeness and timeliness of salary payments. Orchestrated by the Ministry of Finance and the Ministry of Digital Transformation, the surveys are conducted among budget employees who received salaries covered thanks to U.S. budget aid.

To ensure that the funds reached the intended beneficiaries, Ukraine’s government, the World Bank, and USAID each engaged a separate international auditing firm to conduct an independent audit of the use of funds provided by U.S. taxpayers to support Ukraine.

Such transparent and targeted direct budget support allows the government of Ukraine to avoid choosing between socially important spending and expenditures for the country’s defense. For key budget workers, such as first responders, healthcare workers, educators, and civil servants, budget assistance from the U.S. government means the ability to continue to save lives, treat the wounded, and sustain the state’s operational continuity.
